Yet finding relevant work is significantly more challenging for a skilled immigrant jobseeker than for a Norwegian-born, and 73,000 skilled immigrant workers in Norway are currently overqualified for their jobs.

This is neither sustainable nor inclusive, but it is actionable. Networking is a great place to start.
